Upkar Trust is a registered public trust primarily engaged in skill development, women's empowerment, entrepreneurship promotion, training, and other social development initiatives.

Purnea Online Service is an independent technology and e-commerce service platform that may provide digital, technical, and business support services in accordance with its own policies and applicable laws.

Although both organizations have distinct objectives, responsibilities, and operational frameworks, they may collaborate, where appropriate, through a formal service arrangement to improve convenience and service delivery for trainees and other beneficiaries.

Role of Upkar Trust

Upkar Trust is responsible for activities such as:

Planning and implementing skill development programmes.
Establishing and supervising training centres.
Developing curricula and training materials.
Selection and appointment of trainers.
Conducting examinations and assessments.
Issuing certificates in accordance with institutional policies.
Monitoring programme quality and compliance.
Providing guidance for skill development and entrepreneurship.

Role of Purnea Online Service

Subject to its own operational policies and available resources, Purnea Online Service may provide:

Online application management.
Digital payment gateway services.
Technology platform for registration and data management.
Raw material procurement and supply services.
E-commerce and product marketing support.
Digital communication and promotional services.
Other technology-enabled business support services.

Purpose of the Coordination

The purpose of this coordination is to improve accessibility, efficiency, and convenience by integrating skill development activities with appropriate digital and technical support services.

This collaboration does not merge the legal identity, ownership, governance, or statutory responsibilities of either organization.

Financial Responsibility

Where a particular service is assigned to Purnea Online Service under a written service arrangement, all charges, billing, taxes, accounting, and financial obligations relating to that service shall be managed in accordance with the applicable laws and the policies of the respective organization.

Each organization shall maintain its own independent financial records and accounts.

Administrative Independence

Upkar Trust and Purnea Online Service shall remain administratively independent.

Each organization shall independently manage its governance, personnel, finance, operations, compliance, and statutory responsibilities.

Whenever required, collaborative activities shall be governed through a written Service Agreement, Memorandum of Understanding (MoU), or any other legally valid arrangement.

Convenience for Trainees

To enhance the experience of trainees, digital facilities such as online applications, notifications, fee payments, information services, and other technology-enabled support may be made available through authorized platforms.

Such services are intended solely to improve operational efficiency and user convenience.

Transparency & Accountability

Each organization shall remain independently accountable for the services it provides.

Any service delivered by either organization shall be governed by its own policies, contractual terms, and applicable legal requirements.

The coordination between Upkar Trust and Purnea Online Service is intended to create an integrated ecosystem where skill development, digital technology, entrepreneurship guidance, and market-oriented support complement one another for the benefit of trainees and communities.

The objective is to simplify access to essential services while maintaining transparency, accountability, and legal independence.
